Well look at the complexity of Elder Scrolls Morowind. If they can pull that off, why not the world? I mean, that game actually has a weather system! And hundreds of sublevels in the dozens of levels. If they put enough money, effort, and detail into the real World, it might take only 3-5 years. And...
