I think .hack//1080 Mysteries was a DVD or DVD-ROM that was given out at one of the Japanese Tokyo Game Shows... I'd have to check but I seem to rememeber it was something that didn't have a large-scale release.

It's entirely possible that the person who was doing the announcing might have misunderstood... since they might well be in production for episode 28 at Bandai USA by this point. He might have gotten his wires crossed and assumed it was already out in Japan.
