Hrm... just a small bit of thought for my part on the thing with Aura... I agree with FireDraconian. She's an AI, right? What makes it so difficult for an AI to speak one language or another? Since she's dealing with Japanese people, she would naturally use a language they can understand. I think it's not such a big deal to a computer what language is used, so long as the communication gets across.

Wasn't the beta version "Fragments" Japanese only? If so then there would have been no other place for Harald to insert the Aura program other then the Japanese servers, and when The World was created Fragments was simply updated, still holding the program, while the other countries got brand new servers, without AI's.

Except for the fact that all the servers are connected, which means that if Aura wanted to wander into a US field or an Australian field (assuming such nations exist at that point, but I'm fairly sure the timeline says they do), she could. It's probably blind luck. Morganna happened to chose a Japanese girl because she was depressed and avaliable. Aura gave the Book of Twilight to a Japanese boy because he was... well, he was there.

There are two possible Auras. When Aura was asleep, she was... well, neutral. She would awake in one of two forms, normal or warped. There aren't two of her, she just had two paths to take. Since Tsukasa thought positively at the end and wanted to log out, she was born normal.

More than likely, like most people said it has to do with the cultural audience. However like said the AI's specifically picked the players to be involved, so if your going with the regional servers theory then more than likley since Aura picked a Japanese person to use the braclet (Orca, then Kite) she would probably stay in that server whenever she needed their help. If your going with all the servers are connected then in the game Kite and his friends arnt the only ones that see Aura, random people see Aura and Skeith also (and end up posting it on the board). Also in regards to what someone said before (im sorry i fogot your name) in dont think Tokuoka said that comas have occured somewhere else, when looking at whats happening to Japan i think he says imagine whats happening elsewhere if all this is happening here (not quite sure though ill have to go watch it again) but it does give ya the impression that things could be happing around the world.

Okay, here's my speculation.
The .hack stories take place in a time where language can be universal over the net. We've already seen examples of this in MMORPGS like Phantasy Star Online, for example. Think about all the other Player Characters that appear in the servers while you play the game. Obviously, they're not all japanese. And Kite, a japanese boy, can understand what they're saying quite clearly. If the PCs can use a language filter (or whatever you want to call it) to bridge that particular gap, then it wouldn't be much of a problem for an AI like Aura or Morganna. They speak, and someone like Tsukasa or Kite can understand them in their own language.
As for why Aura decided to give Orca the Book of Twilight (and later to Kite), well Orca is one-half of the Descendants of Fianna, right? Surely someone of his experience and status would be able to handle something like the Bracelet, right? That's probably what Aura thought. As for how the Book was transferred to Kite, I'm guessing either Aura or (more than likely) Helba had something to do with that.
And before anyone asks why Balmung couldn't have gotten it here's my guess. Balmung probably wasn't logged on at the time. I mean, he didn't even know what happened to Orca until Kite explained it to him midway through Infection. If Balmung had been presented with the Book, knowing his personality, he probably would've outright rejected it or something like that. Then again, if he knew what Kite & Orca knew, it probably would've been different.
