Well, he's the broken man. He only says a certain amount of phrases early on, if i'm correct he eventually does say something different. You see,
the broken man is the creator of the game, Harold. He tried to incorperate himself into the game, but failed. Thus only a part of him remains, repeating the same phrases over and over again. His daughter? Aura.
EDIT: It would appear that I only answered one of your questions. He really just talks to whoever is there, not really anyone in particular.

You're only young once, but you're NEVER too old to be immature.
The Broken Man is an AI programmed to mimic the values and personality of Harald, the creator of the World. He was supposed to be able to learn and grow, sort of like Morganna. However, when Morganna began to malfunction, the programming of the Broken Man started to degrade. That's why he was rambling. The first time the SIGN characters met him, he seemed to be talking to Emma, the woman that he loved. "I love you... I wanted to leave behind my feelings for you in a tangible form, forever..."
When Bear and the others reveal that they know something about his work, he sort of wakes up and talks to them as well.
"...he sort of wakes up and talks to them as well."
Does that happen during their first meeting, or later on...? I don't remember.
But yeah, I kinda inferred who he was by the place he was in and the way he talked, and I kinda figured out who he was talking about by the look on Tsukasa's face and his reactions to Harold's words, like he knew who Harold was talking about.

Where do they all come from?
All the lonely people...
Where do they all belong?

Later on.
Some time after Bear, Mimiru, and Tsukasa's first meeting with the Broken Man, Bear gets Helba to make a gate leading to the Broken Man's domain. He starts his usual rambling speech to his lost love, when Mimiru interrupts and asks him to tell them about "the girl." He gets a bit more helpful after that.
Harald is basically braindead...
He's a Wandering A.I., but unlike the majority of the A.I.'s he copied himself several times, and placed himself in several different places in The World. (Possibly the Stone that Kite and BlackRose meet in //QUARANTINE is the center of the Harald program) Morganna has slowly been discovering the different Harald programs hidden throughout The World, and basically has been deleting his mind bit by bit...
He was referring to Aura.
Harald created the AI Morganna to watch over Aura and help her grow into the Ultimate AI. To achieve this end, he introduced a program called "wavering" to Morganna. Wavering permits an AI to think and make decisions like a human. However, Harald didn't know much about women. He thought that Morganna would feel protective towards her "daughter," and place Aura's well-being and survival ahead of her own. Since Morganna could reason like a human, she realized that she would just be deleted after fulfilling her purpose of giving birth to Aura. Morganna resented being nothing more than a tool to give birth to the Ultimate AI, and took action to prevent Aura's birth and ensure her own survival. Harald didn't see any of that coming, so he believes that he failed in his duties as a father.

In a sense. "Birth" in this case would mean being awakened as the Ultimate AI, able to think like a human and experience the full range of human emotions. Morganna and the Phases were supposed to gather information about the human mind, and then pass it on to Aura once they had collected enough. When Aura woke up at the end of SIGN, she was not truly born. She had to Data Drain Morganna to acquire the necessary data first.
kboy7 wrote:
she gave birth to Aura?
