Because there is the tale of the Dothackers that needed to be shown.

Kite and the other has a part of the story.

it continues in the games.

Did you see Skeith in Sign?

That's the prologue to what happens in .hack://Dothackers(rather than putting Games might as well put in Dothackers.

The Games, are basically the end of Sign and also the beginning of Dusk.

The way I see it .hack//SIGN does have a proper ending. Although all the parts of the .hack story share common characters, themes, and locations they each tell different stories with different main characters. So the ending made for SIGN didn't end the overreaching story of .hack, it only ended the story of Tsukasa and the others.
