I've looked all over and I can't figure out how to say "Lightning Hawk" in Japanese...Anyone here know?

Rai is use as a prefix with referring to something with Lightning Properties. So 'Raiyou' might be correct. I'm not sure myself.

It's not that it's a prefix, it's simply the reading of the 'lightning' kanji when combined with another word.

The difference is more akin to something like

'Ball Lightning'

as opposed to

'Lightning Hawk'

Not in the adjectival sense, but in the placement of each word in the kanji combination. In each word, the kanji for 'lightning' would be read differently. I suppose it could be though of as a modifier of sorts, but it's a little more complicated than that.
