Balmung actually doesn't have a skirt: It's a long black shirt that goes to like, below his waist. Check out some of the Blade Users in //SIGN. A lot of them have a long shirt with some kind of belt. :3

An aside on the multiple smilies issue: Multiple smilies tacked on to an end of a post reminds me of a notable spammer and idiot I ran into one time. From this person who stil lingers around certain forums I frequent... We now have the blanket Leonizer which will translate normal logical English into the strange form of English this guy typed (all of the misspellings that it creates are actually based on real mistakes he made, often on a regular basis, such as "people" -> "poeple" as well as adding the extra smilies. It doesn't yet mangle sentence structure though nor does it add some of his idiotic common phrases.).

So now if you EVER want to seem like an illiterate spammer, you know where to get your text translated.
