Yeah. The maker or owner of the anime can choose who they want to show it, and if they give the rights to a certain company, a different one can't just show it without permission.

Exclusive rights. Lets say CN could pay Bandai more to have it only theirs to broadcast. If you're running a station, you'll want a different spin on your shows than everyone else. Playing the same old stuff won't make the ratings increase either. CN might sell it later on, but probably not, if they have plans for //dusk.
CN does have plans for //dusk...It will air late this year (doubtful) or early next year (probable). I look for //SIGN to go back to toonami as soon as //Dusk begins its run.

Yeah, Toonami even says that it hosts 'action cartoons', like DBZ or Justice League. .hack//SIGN would be a little too into a plot and character development for them, methinks.
