They meet with the Broken Man twice in SIGN. The first time, Bear, Mimiru, and Tsukasa reach him by traveling through the upside-down castle. The second time, Bear convinces Helba to open a gate in a dungeon leading directly to the Broken Man's little area. Subaru and Mimiru go with Bear that time. That's when he hears Mimiru's question and responds.

The destruction of the "broken place" doesn't seem to have any real affect on the Broken Man. It's revealed later that he is an omnipresent entity in the World. He’s everywhere, yet nowhere at the same time, sort of like Morganna. A part of his program bit the dust when the castle collapsed, but the program as a whole continued to function like it did before.

However I think the destruction of the tablet in //QUARANTINE caused the complete deletion of the entire Harald program...
Perhaps. I don't know if it ever shows up again after that.
However, nothing happened to the program when the castle collapsed. It also managed to survive whatever the heck Morganna did to it the second time Bear and friends tried to meet with it. Was that copy deleted? Did the form of AI Harald get re-written into the talking rock? Or did Morganna simply mess up the field to force Bear and the others to retreat? The fact that AI Harald still exists even after Morganna told it that she wouldn't let it get in her way anymore implies that she doesn't have the power to completely erase it. To my knowledge, nobody else tries to get in touch with AI Harald after Kite and BlackRose's meeting with it during Quarantine. So, it could still be out there somewhere.

Yea, but the Harald we saw in //SIGN and that is mentioned in //AI BUSTER, is an actual person... the version in the games is a floating tablet with writing on it... which makes me believe that it was some kind of source code for the program... also, Harald's words before he gets destroyed in //QUARANTINE seems to me that he is finally allowing himself to be destroyed, and giving over his burdens to Aura.

In SIGN, they say that AI Harald is omnipresent like Morganna. Meaning that he's everywhere at once, not in a specific place. From that description, I doubt that a key piece of the program would be tied down to any one location. As you probably know, there are a number of strange rooms like the one the tablet was in scattered throughout the World. They seem to be containers for fragments of the Epitaph, and all of them have some weird features, like butterflies, teddy bears, etc. From Tartarga's e-mail, we know that AI Harald wanted to go to the room at Delta Reincarnated Purgatorial Altar. One possible scenario is that he reached the room, and then got imprisoned within the tablet (which was just part of the scenery) by Morganna, like how the Harald in the upside-down castle got bound to the red chair/statue thing. Or, the tablet could just be AI Harald manifesting himself in a different form. The 8 Phases are very different from one another, yet all are basically avatars of Morganna.

Also, I doubt he would just allow himself to be destroyed at that moment. The reason he was created in the first place was because Harald wanted to personally witness the birth of Aura. Aura had not been born when the tablet broke. Giving up and dying then would be like leaving a movie you've wanted to see for a long time right before the dramatic ending. I think the tablet version is simply another facet of the program, but that's just me.
