Two things to support my theory:

One: An example of a child super hacker is Ed from Cowboy Bebop who is only 13.

Two: If I am to believe the rumors from TFOT (True form of Twilight) then the origional stroy line of .hack//GIFT was given by someone who was working for C. C. corp 2.

Rumors aren't always true. We need some evidence.

I have actually heard rumors that stated that was true. My guess is that she is not a child, unless she is very mature for her age. She does seem to act like an adult, or a kid who just seems to want to mess with our minds. But Wiseman and Helba seem to act as if they do know each other in real life. I wont say much on it so I dont start rumors, but that is my theory.
