It's very possible that the "shadowed one" and the "shadowed girl" (or daughter as you have translated it) are the same character. Both are on a journey or quest, and they both will not return from this quest. Also, the shadowed girl/daughter seems to lack the power to fight the Wave, since she was fleeing from it. I don't think the "shadowed one" can be Kite, because the "shadowed one" did not have the power to fight the Wave. He could have been, but he missed his chance by not opening the Book. The only thing he did to help aside from introducing Kite to the World was dive-bomb Corbenik's barrier. Ugh. This is another thing that I've heard two different stories about. The first is that they were banned and their characters were given away, like you said. The second is that they simply stopped accessing, because they were busy with school and such. Then, characters similar to theirs (but a little different, so people can tell them apart) were given away in a contest. 1: They helped stabilize the World. Lios was very appreciative of their help at the end of Quarantine. By keeping the World intact, they helped him keep his job. He might be a pig-head, but he isn't nasty enough to ban them after they helped him like that.
2: Nobody, not even the System Administrator, can screw with Kite's data thanks to the Book of Twilight. Lios tried to delete (ban) him on multiple occasions, and failed every single time. Why would that change now?
3: The characters are not the same. Shugo's character is a smaller, "chibified" version of Kite. One could try to pass this off as simply a different art style, but there are certain details that are present on Kite's character but not Shugo's. The yellow designs on the pants, for example.
Even if they were banned, it still doesn't quite fit. By the time BlackRose and Kite can never return, the quest is over. While they are questing they do have the ability to return to the World. By the time they fit the role, they are no longer doing anything related to the Epitaph. Besides, a ban would not necessarily be permanent. Someone with the right computer skills could find a way around it. And we know Kite has contacts like that.
