A Non Player Character. Any character in a game that isn't being controlled by a human is an NPC. NPCs in the World include the monsters, shopkeepers, and Grunties.

kinda makes u wonder... if there were so many people in the Crimson Knights how come you dont see any around...even though they did disband its not like their character is changeble?
I don't think the Crimson Knights log on until they're needed. They probably have some meeting place in a field or something. Or maybe another root town (How many servers are there?)

And, like they said above, to keep an eye on someone. There's nothing you pay less attention to then an NPC shopkeeper. Makes the Admin practically invisible, and he can listen in.

yeah especially the "talk" option on the shopkeepers, its just to prove that they are NPC's so they dont make the players wonder "how come they can talk now, all of a sudden? they might just think they are doing an upgrade on the chracter or its on the fritz...
Sometimes the administrators will just make themselves look like a shopkeeper and walk around like any other player. For example, Lios rarely went near a counter in his shopkeeper form.
