Yes, that's exactly what it is!
But... I'll say this- he'll never look as cool as Kite using that thing. Of course, then again it looks like Kite's in pain when he does so. Shuugo goes and botches things up left and right more times than he actually gets the thing to function. u.u

Which is part of his charm! Also, Kite had someone to email him and warn him that the bracelet would cause this kind of stuff. Shugo didn't. :p He doesn't know anything about it. ^-^;;;
