Keep in mind, too, that the same studio that did //SIGN did //Udeden.
I liked the art for //SIGN better because it was beautiful, where as //Udeden was terribly cute. I liked both, but for beauty, I liked //SIGN better.
Keep in mind, as we have discussed elsewhere, the appearance of The World in each anime is different likely because of the way the main characters see it. Tsukasa sees The World as a replacement for the Real World. A place of beauty, of fantasy, so that he can escape and live there instead of in the dull, sad world he really lived in.
Shugo, on the other hand, sees The World as a game. A place to have fun with his sister where he can't in the Real World.

It depends on what you mean by artists.
Likely, yes, the same people who drew the lineart for each animation 'cel' in //SIGN drew it for //Udeden as well.
However, the character design is not the same. //Udeden was based off of the manga, and that artist's style is very different from that of the characters in //SIGN, as can obviously be seen. Anime based off of manga, more often than not, tries to imitate that artist's style, converting it to animation with as little change as can be managed.
That's why it looks so different, as well.
