Unfortunately, $10,000 a month isn't nearly enough for a game on the scale of .hack. Not only do you need an immense amount of processing power and bandwidth, but it needs to be highly reliable, which triples the cost or worse. A Web site being unavailable is an inconvenience, but things get ugly when a pay MMORPG goes down for the count.. I'll assume that .hack is set quite some ways into the future, and that computers at that point require, in order to handle the management of full 3D space for multiple users, only somewhat more power than is required for managing a standard MMORPG today. This is, I think, charitable. ^_^
The most logical layout would be to have clusters of computers, each in different locations, acting as a server (e.g. Alpha). Players would generally use the server nearest to them on the Internet.
I'd place the initial cost at $1,800 per machine, with three running machines and one standby per server, plus a good switch and router at about $2,500 total, and a standby for each. That's an initial cost of $12,200. To be safe, equipment will probably need to be replaced once every two and a half years, for an average ongoing cost of $406/month per server - or at least $440/month with equipment-related incidentals.
A half cabinet of space at a good co-location provider (not Crazy Jim's Colo Hut) will be at least $800/month. These servers will need a lot of bandwidth, at least 2Mbps, from multiple, reputable carriers (not Crazy Dave's Bandwidth Hut, a.k.a. Cogent). That's $1,000/month at the very least, with $3,000 setup or more.
At least four servers - Japan, U.S. West, U.S. East, and Europe. That comes to an initial cost of $60,800, and $8,960/month, before any personnel or development(!) costs whatsoever.
