It takes place right after the defeat of Magus (Magus' defeat causes the power outage in the first place - HEY DIDN'T I SAY THAT 1038923 YEARS AGO ON GAMEFAQS TOO!?), so it more like, takes place between Mutation and Outbreak.

If Helba is the Lim OL, then she'll recognize Yuki not just from the wed, but also from her research on Tokuoka's party

personally, I think Helba is one person. Maybe because she seems to have only one direct subordinate, Kuro no Bito ^^;
