What is the guardian exactly? and who is the person with it?

I want to know what Tsukasa's "Guardian" is? other than a floating sand glass looking thing with a bracelet in the middle. And why does it kill stuff... and why does that person thingy who looks like it commands it or something... IM LOST!!?

Person..thingy? I'm lost... the Guardian is given to Tsukasa as to help protect him.It's mainly used for killling...since it likes to lash out violently,while Tsukasa commands it to stop,yet it doesnt even listen to his voice.

it kills stuff because it's trying to protect him...
the times when it does kill stuff (at first) the person it kills is angry at tsukasa or about to hurt him.

Well, "protect" Tsukasa is a tricky term.

The Guardian is more the _promise_ of power. The Voice, it seems, is attempting to unbalance Tsukasa, promising things, taking them away, etc. (Hence her comment of lifting him up just so the fall is that much greater. She tried to direct Tsukasa towards the person he was most unlike (Mimiru) and then when it turns out they got along, tried to stop it.
