This is what I have planned.
For the undershirt, the turtle-neck sort of thing with the robe-like sleeves, since it'd be REALLY hard to find a big one piece cloak that has a high neck and those sleeves, I'm probabaly gonna make it two parts.The high-neck sleeved thing as one, and then probabaly a cloaky looking dress.
it won't look like two pieces though, because of the light tan hooded thing he has over it, that will cover it so it looks like one! 
As for that, I have that piece too, same color, it's thin too, and totally plain with a zipper. ^_~ But my mom is crafty, so we're going to cut the sleeves, and then use fabric to sew the hem, so it looks like it.
Cut the sides at the bottom a little, like Tsuka-kun has it, and for the zipper, since on what he wears, he has that red-brown pattern going down the middle. XD With the help of fabric we can cover that, and make it look like an ordinary pull-over. !!Shoes... hm.. that's a hard one. XD Where the blazes to they sell plain looking things like those?! X_x; Me and mum saw these slippers in K-mart, but they had.. fuzz going down the middle. T_T Otherwise they would have been perfect. BAH.
I finally got an idea for the staff too. ^_^; Broomhandle, of course.
But for the top, I thought of something like this. Maybe sew and stuff, make two identical shapes out of fabric, for both sides of the staff (large of course, so it takes on the shape when stuffed), and then... stuff it with something soft, and maybe knot something on the inside to hang the ball thing from. X_x;; Other than than I'm blank on ideas, or I'll go to a shop.Hat. o_o;... Er.. my very first thought was a normal hat, like a winter hat that fold up on the bottom, because it sort of looks like that, but Tsukasa's doesn't looks to... TIGHT. x.x; Unless I find a really beeg one. Otherwise, we can use fabrics and stuff.
Wig'll be easy, in NYC, they have many wig shops in the Village, paint for the face I can get any ol' where.
It may sound complicated and like it won't come out good, but I'll take piccus when I finish it. xB And I shall try my hardest!
^_^ I know I'm planning a bit early, as the Big Apple Anime Fest in all the way at the end of August, but I'd rather do it now, so I don't rush in the end, and I wanna try and make a Ceres costume before the event too. ^^;
And a greater thing, on Wednesday, I start my new job at this thrift store! And the lady said she'd give me free things here and there along with payment!! A lot of clothes come by those places, so I'm lucky, hopefully I can find something for me costume.
