Because .hack//Sign is not a fighting anime. It's focus is the characters and the story, and there hasn't been a need for fighting for a while.

Most anime creates the illusion of fighiting, by getting the viewer highly interested in the high adrenaline situation that a small fight scene that has almost no movment, and really isn't all that much animation, just seems so big to the person. Someone walking in midway on a series and has no idea whats going on, nor do they watch anime, would find it to be poor quality and not that great. This is an anime that really brings out the story and plot, and its finally a different kind of plot, not your everyday one.

IE, it's not Dragonball Z. It's story-based, though there is quite a bit of action in the later episodes, starting about now.
