Player killing
This seems to be an issue in most games, where someone decides to be annoying & kills another player. Or that's mostly the case.
I'm actually quite suprized that in the period of time, when Sora harassed/threatened B.T. for her player-address, then killed her; yet she did not report it.
Did anyone else find it odd that she didn't report him (she had his member-address), & he got away with it?

She did report him, to Bear and the Crimson Knights... but considering PKing didn't seem to be an actual violation of the User Policy, the actual Sys Admins couldn't do much about it, and left it to their player police force (the Crimson Knights) to deal with it.

She may not have cared as much, either. She was annoyed at the fact that she lost all that EXP, but I don't think she thought that the Admin would actually do anything, so she probably didn't think it would make a difference if she reported it or not.

Bear suggested that she report it, but BT said something along the lines of the fact that the Knights seemed preoccupied with something else, and probably wouldn't do anything about it.

It's been around since the first online RPG I can think of. In the Legend of the Red Dragon(LORD), you could do that but it wasn't quite the same thing. There wasn't a true person to person interaction back then. When you were playing, the other players are sleeping. You weren't allowed to attack people lower than 5 levels than your own. And if you went for a strong character they'd wake up and take you out before you had the chance. I think the fight was for a portion of their gold. You could only PK once a day. Play time was limited to 1 hour a day. The player you attacked was controled by a software AI. So nobody lost any EXP, just there gold. I'm not sure if the attacker gained EXP or not. Those games rocked back in the day. It was all text though.

According to the hidden files on the Liminality 2 DVD, PKing was legal in the beginning of the World, (and we see it is still legal in //SIGN) but was disabled before the start of //INFECTION. (Possibly because of some event in //ZERO? I don't know, I haven't read it)

An excuse not to program it in. It doesn't make much other sense, to end a way to add more to the story line, side stories and what not. The end of the .hack may have already been writen, in that case.
Liminality comes with the games, which makes it seem peticular to the game. Whatever the reason, there probably is just a blunt answer to it. A real world answer, as opposed to a story line answer.

Well, that's different, I think, as it's not intentional. You may not be allowed to consciously attack partymembers, or, it could be that you can -only- attack partymembers, and then they'd probably drop you from their party!
