If Balmung were Subaru's brother he would have had a major role in .hack//SIGN, and why wouldn't Subaru be a major character in the games if Balmung was..? I'm sorry but your little 'theory' just doesn't add up.

Man,that is a load of BS.Balmung's is Subaru's brother.... ..feh,I really hardly doubt it.I think Subaru would have Mentioned something in relation to that by now.I mean,yeah Subaru does know Orca and Balmung pretty well,thats about it.
