Liminality OAV ep 4?

I can never get a hold of a fansubbed ep 4 of .hack//LIMINALITY. I'm not really familiar with the release dates and other stuff of Liminality, so could someone tell me what's going on? Has it not been released yet? Is it licenced or something?

It being licensed won't stop poeple, so don't worry about that. It comes with game 4, which hasn't been released in japan yet. I think it comes out in march (in japan).
