He was responsible for translating The World into English, from its original Japanese (or was it German?) version. This is where he got his information on the programming of The World, and why he is able to hack into it so easily.

I thought he was director of the Japanese version. Didn't they say something to that effect in Liminality 1? Or was he responsible for the English version as well?

Maybe he was responsible for the Japanese Language version, I can't remember. But we do know that he can speak both English and Japanese, so if The World was originally German he would be able to speak that as well.

Here we go. In Liminality 1, Mai looks for information about Tokuoka online, and finds...
...a transcript of an interview with him. Underneath his picture are the words "Director of Japanese Language Version."
He didn't really have to know German. Besides, although the programmer was German, CC-sha is an America-based company, meaning the original version was in English. In other words:
He's an ordinary buisnessman who got dragged into the whole thing by coincidence, and lost his job because of his concerns.
Also, his daughter is
Junko Nimura, who plays Carl, the character in my icon, which ties Liminality into .hack//ZERO. That is his other connection to The World.
