Why did morgana let macha become a player in the world. This makes no sence to me. Was it an act of cruelty or was she left the way she was for the same reason Tsukasa was. To eventually cause trouble and chaos?

um, I didnt know that she was still a player in the world when turned into Macha, but then again I havnt played //QUARENTINE so I dont know the whole story about Mia being turned into Macha, the only reason I know anything about mia being turned into macha is spoilers.

I've got a theory about it.
Maha was originally just an incarnation of Phase Macha designed to manipulate Tsukasa. However, during SIGN, Maha began to feel affection towards Tsukasa...in short, to evolve beyond her role. When Maha was Data Drained, the Phase data returned to Macha...but that affection for Tsukasa wasn't a part of the Phase data, so it wasn't absorbed back into Macha. That data is Mia...so one could say, in a very real sense, that Mia IS the embodiment of Maha's affection for Tsukasa.
This would explain the reason why Mia immediately sought out a Tsukasa surrogate (Elk)...it would also explain why she remembered Elk after Quarantine, but not Kite. It could also be interpreted to explain Mia's reaction to Tsukasa in Unison; consciously, she doesn't seem to remember Tsukasa...this is because the player Mia never met Tsukasa. But on another level, she DOES seem to remember Tsukasa, as shown by her tears...this could be because of the fact that she IS Maha's affection for Tsukasa. Something like finding a soulmate, perhaps?
