Well, what are we counting? If AI Buster and Zero, I have no idea.

However, Balmung has managed to survive everything through Twilight Bracelet. (Excluding Liminality, he wasn't in there, but oh well.)

And Ginkan did indeed survive Sign... *shrugs*

Hokuto : Quits before SIGN, there's still a possibility that she's connected somehow with Helba, tho
Orca : quits after GAME
Balmung : see below

Ouka : newb
Hotaru : newb

Magi : newb
Kamui : newb, her Long Arm weapon is a very old one from AI Buster, tho
Wiseman : from GAME

Rachel and Nuke (most likely) : from GAME
Mireille : new user, but old pc from GAME
Ginkan : from SIGN
Aura : from SIGN
Balmung : from AI Buster
Helba : well, at least in cameo Xb from SIGN, but it seems that she's been active for very long time

like eggplant mentioned b4, it seems that the answer is Balmung Xb He's the only character that takes part in all .hack, anyway (dunno in ZERO, but most likely he's at least mentioned, like in Liminality)
