looks like Prism Colors pens and a really good scanner to me.... then again it could've been done in photoshop or some other program.

Woah, no way, I could never color like that with my bare hands. Burn and Dodge tool are my friends. Yes, yes. Photoshop is of da l33tness...

Well, I just opened up a new image, scribbled in a bunch of colors, and messed around with several filters. I don't really plan on my backgrounds, honestly, I just screw with things until I see something I like.
