- She's not "sad all the time". She is a timid character who mostly keeps to herself, for the most part. That'd be like asking why Mimiru is always seemingly happy; She, on the otherhand, is a usually outgoing and optimistic person. It's characterization.

Now- Maybe if you ask why Subaru would be sad during a certain part of the series...? This is -way- too broad of a question.

I could understand why they thought she was sad, though. I know someone who has the same type of wavery voice, of the sorts but they're not sad.
