I think the power of the bracelet depends on the situation. In the games Kite is facing Morganna, who is basically The World's god. She is very powerful so in order to fight her one would need an extremely powerful item.

For instance, Kite can put people in comas but Shugo doesn't need Virus Cores to Gate Hack.

But in the //DUSK anime Shugo is merely fighting a rogue AI and a few hackers, he doesn't really need an uber powerful weapon to kill everything. It's also possible that Aura only wants to bestow 'just enough' power on an individual so that the person doesn't go power mad. These people are human afterall. I think it would be interesting to explore the idea of what would happen if someone were to use the bracelet for their own gain. I'm sure Aura would probably just uninstall the program from the user's profile.
