I've heard a theory from someone, forget who, that the person isn't an actual character from .hack, but instead part of commercial for The World itself. Like, something CC Corp would show on TV to advertise it.

And why would Morganna be dancing? I've always thought that her avatar was that shining star-thing that Tsukasa sees when [spoiler]Morganna attacks him for bringing Subaru.[/spoiler]
