My theory is that "hidden forbidden holy ground" used to be much bigger when it was a root town. When they stopped using it, they probably lopped off everything except for the chaos gate and the main chapel. I actually met the lead system admin for City of Heroes the other day, and they're using some insanely huge amount of bandwidth, close to 10Gbps (10,000,000Kbps). That's an awful lot of money right there.
